Guide to the Key Indicators of the Labour Market

The International Labour Organisation (ILO) launched the Key Indicators of the Labour Market (KILM) in 1999 to complement existing data collection programmes and to improve dissemination of data on the key elements of the world’s labour markets. The KILM has annual time series data running from 1980 onwards for over 250 countries, areas and territories.

The data are presented using 20 KILM indicators:

  1. Labour force participation rate
  2. Employment-to-population ratio
  3. Status in employment
  4. Employment by sector
  5. Part-time workers
  6. Hours of work
  7. Employment in the informal economy
  8. Unemployment
  9. Youth unemployment
  10. Long-term unemployment
  11. Unemployment by educational attainment
  12. Time-related underemployment
  13. Inactivity rate
  14. Educational attainment and illiteracy
  15. Manufacturing wage trends
  16. Occupational wage and earning indices
  17. Hourly compensation costs
  18. Labour productivity and unit labour costs
  19. Employment elasticities
  20. Poverty, working poverty and income distribution

The ILO has assembled data on the KILM indicators for as many countries, areas and territories as possible but there may be missing data for some economies, usually because the economy involved was not in a position to provide information for the indicator or because the information they could provide did not satisfy the qualification criteria established for inclusion in KILM.

Countries, areas and territories covered by KILM vary by indicator - for example, over 200 economies are covered in KILM Indicator 13, i.e. Inactivity rate and only 29 economies are covered in KILM Indicators 17, i.e. Hourly compensation costs. For most developed (industrialised) economies the KILM data runs from 1980 to the latest available year, but time coverage remains relatively narrow for many developing economies.

Within the KILM there are six major groupings of economies that were developed purely for analytical convenience which have remained the same since the first edition. The groupings comprise two developmental groupings - developed (industrialised) economies and transition economies and four geographical groupings - Asia and the Pacific, Latin America and the Caribbean, sub-Saharan Africa, and the Middle East and North Africa. Each economy appears in only one major grouping

The indicators are mostly expressed as ratios or percentage changes (for example, labour force participation rates, proportions of part-time to total employment, unemployment rates, inactivity rates, and indices of manufacturing wages), though there are a few exceptions.

Accessing the KILM data

To access the ESDS International macro-economic datasets you must be a user from a UK higher or further education institution. We cannot provide data to users outside of this community due to the data re-distribution license agreements we have with our data providers. If you are a member of a UK higher or further education institution access to the macro-economic datasets is provided free of charge.

Access to data requires ESDS registration and uses the federated access management authentication system. Registration is a simple online process - go to the How to Register web page at www.esds.ac.uk/aandp/access/access.asp to begin the process.

Once you have registered with ESDS and attempt to access one of the macro-economic datasets, you will automatically be prompted to agree to additional dataset specific conditions if they apply.

Periodicity and Time Range

The Key Indicators of the Labour Market database contains annual time series data from 1980 onwards.
