The Cathie Marsh Centre for Census and Survey Research (CCSR) compiled the 2001 Census: Special Licence Household Sample of Anonymised Records (SL-HSAR) data into a format suitable for analysis using statistical software.

Abstract:
The 2001 Census: Special Licence Household Sample of Anonymised Records (SL-HSAR) dataset comprises Sample of Anonymised Records (SARs) data that relate to 29 April 2001. They were created by the Office for National Statistics (ONS) as part of the 2001 Census of Population. All households were asked to complete a form giving information about the household and all individuals living in the household. Completion of the form was compulsory for the entire population. The Census schedule includes questions on housing and tenure, and demographic and socio-economic information for all household members.

The dataset comprises SARs data for 1% of households in England and Wales, including imputed values for households which were not enumerated during the Census. Individual data for households larger than 11 residents have been suppressed. To protect confidentiality, age data have been grouped into 2-year bands and there is no geographical breakdown available. A small amount of perturbation has been applied to the data to protect confidentiality. As with the Individual Licensed SAR, separate variables indicate whether or not imputation or perturbation has been applied to any given variable for each case in the sample. Documentation, training and user support for these data is undertaken by the SARs team at the Cathie Marsh Centre for Census and Survey Research (CCSR). A further release of data, which contains additional derived variables, will be made available at a later date.

Since these data pose a higher risk of disclosure they have additional special conditions attached to them that take the form of a Special Licence (SL). Please see 'Access' section below for details.

Detailed SARs data:
A more detailed version of these data, containing geographical information at the level of Local Authority, is available as a Controlled Access Microdata Sample (CAMS). These can be accessed at all ONS sites. Applications to use these data should be made to ONS; further details can be found on their CAMS web page. The CAMS file includes data for Scotland and Northern Ireland as well as England and Wales.

Other Census data:
A 2% Individual SAR, a 1% Household SAR from the 1991 Census, and 3% Individual SAR and 5% Small Area Microdata (SAM) from the 2001 Census are also available from CCSR. Information about these datasets can be found in the UKDA catalogue under SNs 3243 and 3244 respectively.

Since these data pose a higher risk of disclosure than data made available under the standard End User Licence they have additional special conditions attached to them. Any registered user requiring access to these data will have to be accredited by the UK Statistics Authority as an Approved Researcher.

To apply for accreditation a user will need to complete forms that will require: (i) evidence that he/she is a fit and proper person and details about the purpose of the research; (ii) an online order for the data; (iii) a signed declaration that he/she understands the confidentiality obligations owed to those data including its physical security.

The evidence to be adduced will include previous research projects and publications. New users may need to provide the contact details of a senior member of staff who can vouch for them. The research purpose form will ask for information about the intended use of the data, a justification for access and planned outputs.

Accessing these data
The coming into force of the Statistics and Registration Service Act in April 2008 brought an end the Special Licence arrangements that had been in operation since September 2005. Access to these data continues but under a new legal framework set out in the Act. From April 2008, any registered user requiring Special Licence data has to be accredited by the UK Statistics Authority as an Approved Researcher. UK users can order the data from UKDA/ESDS in the usual way and will be directed to new Approved Researcher forms for completion. The older Special Licence forms can no longer be accepted.
