The depositor makes the following comments on Record 36, "Record 36 is 
correctly complete non-response to the quantitatively scored questions.  
However the respondent did submit a letter of comment about the census 
data issue that he/she found most problematic.  So the qualitative
responses were taken into account, but the numerical answers were absent."
Thus record 36 has been retained.
